Portsmouth Frosting
Melt in a small heavy saucepan 4 tablespoons butter (or margarine) Remove from heat and add 1/4 cup cream (I use undiluted milk, i.e. Pet)  Beat in confectioners' sugar until thick enough to spread.  Beat until smooth and flavor with vanilla or desired flavoring.( Now is the time to add coloring if desired)

This recipe has served me well as cake frosting, but especially for cookies.  It will set up with a nice sheen. If it begins to thicken too quickly set it over a pan of hot water while you are using it.
